Hi Vivek,
Thank you for posting your query in Microsoft Community.
Based on the information you have provided, I understand that you are unable to turn on Bluetooth in Windows 8. I will certainly help you with this issue.
What is the make and model of your computer?
Please follow the methods,
Method 1:
Please check if the Bluetooth support service is turned ON.
a. Press Windows Key + R
b. In the run box, type services.msc and press enter.
c. Right click on Bluetooth Support service and make sure service is running and set to automatic startup.
d. Click on OK.
Method 2:
Run a system file checker scan and then try to start the audio service and check if that helps. Refer the following steps to run SFC scan.
a) Move the mouse pointer to bottom left of the screen where you see preview of start menu and Right-click to bring up a list of Windows settings.
b) Click on 'Command Prompt (Admin)' to bring up elevated command prompt. Note: Click 'Yes' if it prompts for permission.
c) In the command prompt type in the following command: 'sfc /scannow'.
If you face any more issues while working with Windows do post on Microsoft Community Forum.

Hello,
Update the bluetooth driver via device manager. Then restart your computer. If no go, then uninstall the bluetooth driver and restart your computer.
You can also try using radarsync to scan your computer and install the updated version of the driver. You don't need to search for it because RadarSync will search it for you.
David
At your service.
